스트레너에 이물질이 막혀 있던가, 혹은 난방배관(세대내)에 스케일 찌꺼기가 쌓인 경우인 듯 싶군요.
난방배관내 이물질은 순환펌프를 가동하면서 세대내 분배기 밸브를 하나씩 개방하면 쉽게 빠집니다.
이렇게 해도 안빠지면 고압 세척기나 분무기 등을 배관에 개별 연결하여 강제 순환시키는 수 밖에 없을것 같네요.
